5. Visa on Arrival Policy

Rwanda introduced visa on arrival for all nationalities on January 1, 2018. This means that no visitor is turned away for lack of a prior visa — all nationals may obtain a visa upon arrival at Kigali International Airport or other designated entry points.

5.1 Free Visa on Arrival — AU/Commonwealth/La Francophonie

From March 10, 2020, citizens of African Union, Commonwealth of Nations, and Organisation internationale de la Francophonie (OIF) member states receive visa on arrival free of charge. This was a significant shift in Rwanda’s immigration policy, aimed at fostering pan-African integration and Commonwealth solidarity.

5.2 COMESA Non-Exempt Countries

COMESA (Common Market for Eastern and Southern Africa) member states not already covered by the visa-free regime receive a 90-day visa on arrival under the COMESA framework.

5.3 Standard Visa on Arrival — 30 Days

All other nationalities not covered by visa-free or COMESA arrangements receive a standard 30-day visa on arrival. This is extendable.

6. e-Visa

Rwanda also offers an e-Visa system, allowing travellers to apply online before arrival. The e-Visa is processed within approximately 3 working days and is recommended to avoid potential delays at the port of entry. The e-Visa is available through the Rwanda Directorate General of Immigration and Emigration’s official online portal.
